Just thinking about this and a yoghurt maker might actually work really well for this. It is basically what you described but used normally to provide a hot environment for yoghurt bacteria to grow by filling the outer vessel with hot water. Fill it with ice and you would have a nice insulated ice cream maker.

To actually make your ice cream, first place your ingredients in the small container and seal tightly. Place a relatively thin layer of rock salt and ice in the bottom of the larger container, and set the smaller container on top of this layer. Add rock salt and crushed ice in alternating layers around the outside of the small container until the space is filled. At this point, cover the top of the small container and complete the filling of the large container with a final layer of rock salt and ice. Tightly seal the large container. Turn the container on its side, and keep it in motion for 20-25 minutes by rolling it around. Exercise due caution around the salt/ice mixture, as it gets cold enough to cause some harm the skin if you get careless. Beyond that, though, the only other difficulty is keeping yourself entertained while rolling a container around for twenty minutes.

I've actually tried this before, and it does work. Two metal coffee cans were used when I tried this, but anything ought to work, so long as the inner container isn't an insulator.
